Military wants some signing bonuses back

In a new low for the U.S. government,
The U.S. Military is demanding that thousands of wounded service personnel give back signing bonuses because they are unable to serve out their commitments.

To get people to sign up, the military gives enlistment bonuses up to $30,000 in some cases.

Now men and women who have lost arms, legs, eyesight, hearing and can no longer serve are being ordered to pay some of that money back. ...

Does DoD have any choice given the current law?

MilPay is a pretty regulated thing....not that Congress shouldn't change the law --and only Congress can-- but I think it's a little extreme to hang this one on DoD.

I understand "the law is the law" argument, but perhaps someone at DoD could have realized this gross ineqality and petitioned Congress to modify the law to fit this circumstance?
